Czech National Drug Policy Considers Including CBD, HHC, and Kratom in New Psychomodulatory Substance List

Jindrich Voboril, the Czech national drug policy coordinator, announced yesterday that CBD, HHC (hydroxyhomomethylclonidine), and kratom are being considered for inclusion in a new list of “psychomodulatory substances.” These substances would be addressed in an upcoming amendment on addictive substances in the country’s drug policy. Voboril emphasized the need to establish regulations for the sale and control of these substances, expressing his belief that banning products and employing strict repression measures would lead to the emergence of a black market and have negative health consequences. Drug experts support this perspective, stating that the substances are not so dangerous as to warrant a complete ban.

Agriculture Minister Zdenek Nekula (KDU-CSL) recently proposed a ban on CBD cannabidiol products, but after a meeting with Prime Minister Petr Fiala (ODS), Deputy Prime Minister Ivan Bartos (Pirates), and experts, the proposal has been temporarily withdrawn. However, Health Minister Vlastimil Valek (TOP 09) expressed his readiness to propose a ban on kratom.

According to Voboril, the proposed law containing the list of psychomodulatory substances is already prepared, complete with a paragraphed text and an explanatory report. This marks the fifth version of the amendment.

The inclusion of CBD, HHC, and kratom in the list of psychomodulatory substances highlights the ongoing discussions and considerations surrounding drug policy in the Czech Republic. By establishing regulations rather than resorting to blanket bans, policymakers aim to strike a balance between public safety and individual access to these substances. The amendment will play a crucial role in shaping the control and sale of CBD, HHC, and kratom products, taking into account expert opinions and potential health impacts. As the proposal progresses, further discussions and consultations will likely take place to ensure a comprehensive and well-informed approach to the regulation of these psychomodulatory substances.
