Pravidla vytvořilo oddělení izraelského ministerstva obrany COGAT, které původně plánovalo nařídit, aby cizinci povinně písemně hlásili vztah s Palestincem. Za neohlášené zasnoubení, svatbu nebo soužití jim mělo hrozit odebrání povolení k pobytu.
Země zrušila i kvóty pro studenty a pedagogy přijíždějící na Západní břeh. Původně chtěl počet omezit na 100 pedagogů a 150 studentů ročně, píše izraelský list.
Izrael se rozhodl od nového pravidla upustit po protestech Spojených států a mnoha evropských zemí.
