Sultanát Omán: strategická alternativa pro evropský průmysl v době energetické krize

Evropský průmysl dnes čelí bezprecedentní kombinaci vysokých cen energií, regulatorní nejistoty a strukturální ztráty konkurenceschopnosti. V tomto kontextu přestává být rozšíření výrobních kapacit mimo Evropskou unii krizovým řešením a stává se racionální dlouhodobou strategií. Sultanát Omán se přitom profiluje jako jedna z mála zemí, která nabízí stabilitu, předvídatelné náklady a přímý přístup na klíčové světové trhy.

Dne 20. listopadu tohoto roku oslavil Sultanát Omán 281. výročí vlády dynastie Al Bu´Saidi – nejstarší nepřetržitě vládnoucí arabské dynastie. Stát s více než sedmitisíciletou obchodní a námořní tradicí tím opět potvrdil kontinuitu své státnosti a strategickou orientaci na mezinárodní spolupráci. Jeho Veličenstvo Sultan Haitham bin Tariq oslavy doprovodil slavnostní přehlídkou ozbrojených sil, včetně Královského vojenského námořnictva, čímž vyslal jasný signál politické i bezpečnostní stability země.

Na slavnostní recepci pořádané ve vídeňském hotelu Park Hyatt Jeho Excelencí ománským velvyslancem Yousufem Ahmedem Hamedem Al Jabri zaznělo sdělení, které je pro evropské investory klíčové: Sultanát Omán je připraven okamžitě a cíleně podpořit průmyslové subjekty z Evropy, jež zvažují přesun nebo rozšíření výroby mimo EU. Nejde o obecnou deklaraci, ale o aktivní politiku v reakci na nejhlubší energetickou krizi v Evropě od druhé světové války.

Českou republiku na recepci zastupoval člen představenstva Hospodářské komory hl. m. Prahy Dr. Vladimír Kremlík spolu s téměř padesáti zástupci českého průmyslu, akademické a kulturní sféry. Přítomnost významné podnikatelské delegace jasně ukázala, že téma energetických nákladů, dostupnosti výroby a regulatorního tlaku je pro české firmy existenční.

V průběhu recepce velvyslanec Yousuf Al Jabri otevřeně reagoval na informace o extrémních cenách energií v České republice a o plánovaném útlumu uhelných elektráren. Nabídl konkrétní řešení: speciální program pro energeticky náročné podniky, jehož cílem je umožnit firmám vyrábět v Ománu za zásadně nižších a dlouhodobě stabilních nákladů, a současně uvádět výrobky na trh pod značkou „Made in Oman“.

Pro investory je klíčové, že „Made in Oman“ není jen označení původu, ale vstupenka na globální trhy. Omán má uzavřené bezcelní dohody se státy GCC, Evropskou unií, USA, Indií, Íránem a Singapurem. Z jednoho výrobního místa je tak možné bezcelně a za silné podpory ománské vlády obsluhovat trhy s více než třetinou světové populace – výhoda, kterou v současnosti nenabízí žádná evropská jurisdikce.

Na recepci byla rovněž potvrzena dohoda mezi honorárním konzulem Sultanátu Omán v České republice Jeho Excelencí Ivo Vaňkem a Dr. Vladimírem Kremlíkem o uspořádání pracovního setkání v Praze dne 10. prosince. Setkání bylo zaměřeno na poznání historicky budovaných vazeb Sultanátu Omán, tak i na praktické aspekty investic: daňové režimy, energetické náklady, pracovní sílu, logistiku, pobídky a regulatorní prostředí, vyplývající ze strategie Oman Vision 2040.

Zájem o toto setkání výrazně překročil kapacitu sálu, což samo o sobě potvrzuje, že evropský průmysl aktivně hledá alternativy k výrobě v EU. Ve své přednášce Jeho Excelence honorární konzul Ivo Vaněk zdůraznil, že Omán není experimentem ani nově otevřenou ekonomikou, ale historicky prověřenou obchodní velmocí. Již od doby sumerské civilizace (cca 3200 př. n. l.) byl Omán – tehdy známý jako Magan – klíčovým uzlem globálního obchodu spojujícího Mezopotámii, Indický subkontinent, Čínu, Egypt a východní Afriku. Tato obchodní kontinuita je dnes přetavena do moderní infrastruktury, přístavů, průmyslových zón a logistických koridorů.

Z pohledu řízení rizik je zásadní také geopolitická pozice Ománu. Země udržuje nadstandardní vztahy se Západem i Východem a těší se strategické ochraně Velké Británie, USA, Indie, Ruska a Číny. Právě tato rovnováha, pro niž je Omán často označován jako „Arabské Švýcarsko“, z něj činí jednu z nejbezpečnějších investičních destinací regionu.

Součástí programu recepce i odborného setkání bylo rovněž kulturní vystoupení excelentní sopranistky Michaely Katrákové, která interpretací ománské státní hymny a recitálem slavných operních árií světových skladatelů symbolicky podtrhla dlouhodobý potenciál česko-ománské spolupráce.

Na základě dohody mezi Jeho Excelencí ománským velvyslancem ve Vídni Yousufem Ahmedem Hamedem Al Jabri a honorárním konzulem Sultanátu Omán v České republice Jeho Excelencí Ivo Vaňkem se investiční mise do Sultanátu Omán uskuteční ve dnech 27. března až 2. dubna 2026.

The Sultanate of Oman: a strategic alternative for European industry in times of energy crisis

Today, European industry is facing an unprecedented combination of high energy prices, regulatory uncertainty, and structural loss of competitiveness. In this context, expanding production capacities outside the European Union is no longer a crisis solution but a rational long-term strategy. The Sultanate of Oman is profiled as one of the few countries that offers stability, predictable costs, and direct access to key global markets.

On 20 November this year, the Sultanate of Oman celebrated the 281st anniversary of the Al Bu’Saidi dynasty – the oldest continuously ruling Arab dynasty. With a trading and maritime tradition spanning more than 7,000 years, the state reaffirmed its continuity of statehood and its strategic orientation towards international cooperation. His Majesty Sultan Haitham bin Tariq accompanied the celebrations with a ceremonial parade of the armed forces, including the Royal Navy, sending a clear signal of the country’s political and security stability.

At a ceremonial reception hosted by His Excellency, the Omani Ambassador Yousuf Ahmed Hamed Al Jabri, at the Vienna Park Hyatt Hotel, a key message was delivered to European investors: The Sultanate of Oman is ready to provide immediate, targeted support to European industrial entities considering relocating or expanding production outside the EU. This is not a general declaration, but an active policy in response to the most profound energy crisis in Europe since World War II.

The Czech Republic was represented at the reception by Dr. Vladimír Kremlík, a member of the Chamber of Commerce of the City of Prague’s board of directors, along with nearly 50 representatives of Czech industry, academia, and culture. The presence of a significant business delegation clearly showed that energy costs, production capacity, and regulatory pressures are existential for Czech companies.

During the reception, Ambassador Yousuf Al Jabri openly addressed concerns about high energy prices in the Czech Republic and the planned shutdown of coal-fired power plants. He offered a concrete solution: a special program for energy-intensive businesses, designed to enable companies to produce in Oman at substantially lower, long-term, stable costs while marketing their products under the “Made in Oman” brand.

It is crucial for investors that “Made in Oman” is not just a designation of origin, but a ticket to global markets. Oman has concluded duty-free agreements with the GCC states, the European Union, the USA, India, Iran, and Singapore. This enables us to serve markets with more than a third of the world’s population from a single production site, duty-free, with strong support from the Omani government. This advantage is not currently available in any European jurisdiction.

The reception also confirmed the agreement between the Honorary Consul of the Sultanate of Oman in the Czech Republic, His Excellency Ivo Vaňek, and Dr. Vladimír Kremlík, to organize a working meeting in Prague on December 10. The meeting focused on understanding the historically established ties of the Sultanate of Oman, as well as on practical aspects of investment: tax regimes, energy costs, labor, logistics, incentives, and the regulatory environment resulting from the Oman Vision 2040 strategy.

Interest in this meeting significantly exceeded the hall’s capacity, which in itself confirms that European industry is actively seeking alternatives to manufacturing in the EU. In his lecture, His Excellency Honorary Consul Ivo Vaněk emphasized that Oman is not an experiment or a newly opened economy, but a historically proven trading power. Since the time of the Sumerian civilization (approx. 3200 BC), Oman – then known as Magan – has been a key hub of global trade connecting Mesopotamia, the Indian subcontinent, China, Egypt, and East Africa. This trade continuity is today transformed into modern infrastructure, ports, industrial zones, and logistics corridors.

From a risk management perspective, Oman’s geopolitical position is also crucial. The country maintains excellent relations with both the West and the East and enjoys the strategic protection of Great Britain, the USA, India, Russia, and China. It is this balance, for which Oman is often referred to as the “Arab Switzerland”, that makes it one of the safest investment destinations in the region.

The reception and professional meeting program also included a cultural performance by the excellent soprano Michaela Katráková, who underscored the long-term potential of Czech-Omani cooperation with her interpretation of the Omani national anthem and a recital of famous opera arias by world-renowned composers.

Based on an agreement between His Excellency the Omani Ambassador in Vienna, Yousuf Ahmed Hamed Al Jabri, and the Honorary Consul of the Sultanate of Oman in the Czech Republic, His Excellency Ivo Vaňek, the investment mission to the Sultanate of Oman will take place from March 27 to April 2, 2026.

Das Sultanat Oman: Eine strategische Alternative für die europäische Industrie in Zeiten der Energiekrise

Die europäische Industrie steht heute vor einer beispiellosen Kombination aus hohen Energiepreisen, regulatorischer Unsicherheit und einem strukturellen Wettbewerbsverlust. In diesem Kontext ist der Ausbau der Produktionskapazitäten außerhalb der Europäischen Union keine Krisenlösung mehr, sondern eine rationale Langzeitstrategie. Das Sultanat Oman gilt als eines der wenigen Länder, die Stabilität, planbare Kosten und direkten Zugang zu wichtigen globalen Märkten bieten.

Am 20. November dieses Jahres feierte das Sultanat Oman den 281. Jahrestag der Al-Bu-Saidi-Dynastie – der ältesten ununterbrochen regierenden arabischen Dynastie. Mit einer über 7.000-jährigen Handels- und Seefahrtstradition bekräftigte der Staat seine Kontinuität und seine strategische Ausrichtung auf internationale Zusammenarbeit. Seine Majestät Sultan Haitham bin Tariq begleitete die Feierlichkeiten mit einer feierlichen Parade der Streitkräfte, einschließlich der Königlichen Marine, und setzte damit ein klares Zeichen für die politische und sicherheitspolitische Stabilität des Landes.

Bei einem Empfang, den Seine Exzellenz, der omanische Botschafter Yousuf Ahmed Hamed Al Jabri, im Vienna Park Hyatt Hotel ausrichtete, wurde europäischen Investoren eine wichtige Botschaft übermittelt: Das Sultanat Oman ist bereit, Industrieunternehmen aus Europa, die eine Verlagerung oder Erweiterung ihrer Produktion außerhalb der EU erwägen, umgehend und gezielt zu unterstützen. Dies ist keine allgemeine Erklärung, sondern eine aktive Maßnahme als Reaktion auf die schwerste Energiekrise in Europa seit dem Zweiten Weltkrieg.

Die Tschechische Republik wurde beim Empfang von Dr. Vladimír Kremlík, Vorstandsmitglied der Prager Handelskammer, sowie von fast fünfzig Vertretern aus Wirtschaft, Wissenschaft und Kultur vertreten. Die Anwesenheit einer bedeutenden Wirtschaftsdelegation verdeutlichte, dass die Themen Energiekosten, Produktionsverfügbarkeit und Regulierungsdruck für tschechische Unternehmen existenzielle Bedeutung haben.

Im Laufe des Empfangs ging Botschafter Yousuf Al Jabri offen auf die Informationen zu den extremen Energiepreisen in der Tschechischen Republik und zur geplanten Stilllegung von Kohlekraftwerken ein. Er bot eine konkrete Lösung an: ein spezielles Programm für energieintensive Unternehmen. Ziel dieses Programms ist es, Unternehmen, die Produktion in Oman, zu deutlich niedrigeren und langfristig stabilen Kosten zu ermöglichen und gleichzeitig ihre Produkte unter der Marke „Made in Oman“ zu vermarkten.

Für Investoren ist es entscheidend, dass „Made in Oman“ nicht nur eine Herkunftsbezeichnung ist, sondern ein Tor zu den globalen Märkten. Oman hat zollfreie Abkommen mit den GCC-Staaten, der Europäischen Union, den USA, Indien, dem Iran und Singapur geschlossen. Dadurch können Märkte mit mehr als einem Drittel der Weltbevölkerung von einem einzigen Produktionsstandort aus zollfrei und mit starker Unterstützung der omanischen Regierung beliefert werden – ein Vorteil, den derzeit keine europäische Jurisdiktion bietet.

Der Empfang bestätigte die Vereinbarung zwischen dem Honorarkonsul des Sultanats Oman in der Tschechischen Republik, Seiner Exzellenz Ivo Vaněk, und Dr. Vladimír Kremlík, am 10. Dezember ein Arbeitstreffen in Prag zu organisieren. Im Mittelpunkt des Treffens standen das Verständnis der historisch gewachsenen Beziehungen zum Sultanat Oman sowie praktische Aspekte der Investitionen: Steuersysteme, Energiekosten, Arbeitskräfte, Logistik, Förderprogramme und das regulatorische Umfeld im Rahmen der Strategie „Oman Vision 2040“.

Das Interesse an diesem Treffen überstieg die Kapazität des Saals deutlich, was bestätigt, dass die europäische Industrie aktiv nach Alternativen zur Produktion in der EU sucht. In seinem Vortrag betonte Seine Exzellenz Honorarkonsul Ivo Vaněk, dass Oman kein Experiment oder eine neu geöffnete Wirtschaft sei, sondern eine historisch bewährte Handelsmacht. Seit der Zeit der sumerischen Zivilisation (ca. 3200 v. Chr.) ist Oman – damals Magan genannt – ein wichtiger Knotenpunkt des Welthandels, der Mesopotamien, den indischen Subkontinent, China, Ägypten und Ostafrika verband. Diese Handelskontinuität prägt heute moderne Infrastruktur, Häfen, Industriegebiete und Logistikkorridore.

Auch aus Sicht des Risikomanagements ist Omans geopolitische Lage von entscheidender Bedeutung. Das Land unterhält ausgezeichnete Beziehungen sowohl zum Westen als auch zum Osten und genießt den strategischen Schutz Großbritanniens, der USA, Indiens, Russlands und Chinas. Dieses Gleichgewicht, das Oman oft als die „arabische Schweiz“ bezeichnet, macht es zu einem der sichersten Investitionsstandorte der Region.

Das Empfangs- und Fachtagungsprogramm umfasste auch einen kulturellen Auftritt der herausragenden Sopranistin Michaela Katráková, die mit ihrer Interpretation der omanischen Nationalhymne und einem Rezital berühmter Opernarien von Komponisten aus aller Welt symbolisch das langfristige Potenzial der tschechisch-omanischen Zusammenarbeit unterstrich.

Auf Grundlage einer Vereinbarung zwischen Seiner Exzellenz, dem omanischen Botschafter in Wien, Yousuf Ahmed Hamed Al Jabri, und Seiner Exzellenz, dem Honorarkonsul des Sultanats Oman in der Tschechischen Republik, Ivo Vaňek, findet vom 27. März bis zum 2. April 2026 eine Investitionsmission in das Sultanat Oman statt.
