Minister Marian Jurečka Proposes Postponement of Insurance Contribution Obligation for Work Agreements

Minister of Labour, Marian Jurečka (KDU-ČSL), has tabled a proposal to postpone the recently imposed obligation to pay insurance contributions for work agreements. Originally slated for mid-this year, the implementation date is now proposed to be moved to January 2025, with employers required to register these agreements by July of this year.

This proposed adjustment stems from the government’s approved consolidation package from last year. Alongside the postponement of contribution obligations, Minister Jurečka aims to streamline the insurance selection system and simplify the registration process for contributions, enhancing the safety net for employees engaged in work agreements. Jakub Augusta, the spokesman for the Ministry of Labour, confirmed consensus among coalition ministers on this matter.

Under the new framework, the Czech Social Security Administration will maintain records of individuals working under agreements. From January 1, 2025, contributions will become obligatory if earnings from a single employer exceed 25 percent of the average monthly wage stipulated in the agreement.

Minister Jurečka has already initiated an amendment in the Chamber of Deputies to effectuate this change. While a prior proposal suggested a delay until October or January of the following year, Jurečka emphasized the unnecessary complexity such a delay would entail for entrepreneurs, especially from an accounting perspective. Consequently, he intends to withdraw the initial proposal and submit a definitive one, setting the introduction of contributions from the beginning of the next fiscal year.

As outlined in the consolidation package, work agreements will be exempt from contributions only if earnings from a single employer do not surpass 25 percent of the average wage, and aggregate earnings from all employers do not exceed 40 percent of the average wage. This nuanced approach aims to balance regulatory compliance with the flexibility necessary for modern employment arrangements.
